Misting is almost always a pressure issue. When water pressure exceeds what a nozzle is rated for, the spray breaks into fine droplets that drift rather than reach the soil. Worn or incorrectly sized nozzles produce the same result. A pressure check and nozzle evaluation will identify the cause.
